What should LGUs know about the Online Capacity Development Market System (OCDMS)?

Q: What is the OCDMS?

A: The OCDMS is a one-stop website for local government units (LGUs) to avail capacity development services offered by accredited local resource institutes or service providers. It uses a matching system based on the LGUs’ Capacity Development Agenda (CapDev Agenda) to identify which programs will address that local government’s needs. By posting their offerings on the system, institutions are also able to advertise their work.

Q: How do I use the OCDMS?

A: Users can access the system by going to and logging in.

LGUs must first encode their accomplished CapDev Agenda using the template provided by the DILG Field Officer. Once this is finished and saved, the system will retain the CapDev Agenda and will provide a list of applicable programs and service providers.

Service providers that wish to join the system can apply by clicking on the box marked “Local Resource Institute.” They must then accomplish the form and submit it to the LGA for review and approval.

The general public can use the system to view the supply and demand of capacity development interventions or services by clicking on “Online Public Access.”

Q: What kind of institutions have available programs?

A: Service providers come from the academe, development partners, foundations, government owned and controlled companies, government agencies, nongovernmental organizations, private sector, and resource institutions.

Q: Do I have to pay a fee?

A: No, using the OCDMS is free of charge.

Q: How can an institution apply and participate in the OCDMS?

A: Members of the Local Government Training and Research Institute - Philippine Network (LoGoTRI-PhilNet) only need to submit the online application form in the website ( and send a letter of intent to the LGA (preferably through fax).

Local resource institutions which are not members of the LoGoTRI-PhilNet must submit their application along with copies of their business permits, registration, and list of programs/services offered to LGUs, among others. They can request a full list of requirements by contacting the LGA.

Once the application is approved, they will receive the username and password they enrolled.
