The DILG, through the Local Government Academy (LGA) conducted a two-day DILG Officers Conference with the theme “Heightening Bottom-Up Budgeting at the Grassroots Level” which gathered major internal stakeholders of the Barangay BuB Program nationwide.  The DILG Regional Directors and ARMM Regional Secretary, Provincial Directors, City Directors, Cluster Leaders, City and Municipal Local Government Operations Officers, BuB Regional Coordinators and Community Mobilizers from Luzon, Visayas and Mindanao attended the conference aimed at coming up with a unified DILG workforce for the implementation of the BuB in the barangays.

Aside from the orientation on the Barangay BuB Program, the activity also resulted to the development of Provincial Implementation Plan and increased awareness on other DILG programs such as Community-based Monitoring System, SGLG and LGU Scorecard, DILG Locally-funded Projects, Disaster Risk-Reduction Management, and Newly-Elected Officials Program.  The LGA utilized the Knowledge Café as an approach in facilitating the flow of knowledge and information among the resource persons and the learners.

DILG Secretary Mel Senen Sarmiento and Undersecretary Austere Panadero graced the event in some of the clusters and took the opportunity to interface with the DILG officers who are instrumental in the successful implementation of DILG programs. Secretary Sarmiento shared his vision of a Municipal Local Government Center that will house the DILG Office in every LGU.  He likewise reminded them to always go back to the basics of governance that is Community Development.  Undersecretary Panadero, for his part emphasized the need for cooperation in the implementation of DILG programs in the LGUs because of the critical work that lies ahead.

Also present in some of the clusters was DBM Secretary Butch Abad who mentioned about the pivotal role of DILG in the BUB process. He said that the DBM is ready to provide the needed support to DILG in this gargantuan task.   In addition, Sec. Jose Eliseo M. Rocamora of the National Anti-Poverty Commission (NAPC) emphasized the role of the DILG officers in Barangay BUB and their importance in community development.

Highlighting the event were testimonials of some BUB beneficiaries from selected clusters, manifesting the impact of the BUB projects in their LGUs as an offshoot of the collaborative efforts of the DILG Regional Director, Provincial Director, MLGOO, Regional Coordinator and Community Mobilizer in their respective community.

The conference was conducted in five (5) clusters:

Cluster 1: Regions IV-A and IV-B

Cluster 2: Regions I, II, III and CAR

Cluster 3: Region V and NCR

Cluster 4: Regions VI, VII, VIII and NIR

Cluster 5: Regions Ix, X, XI, XII, XIII and ARMM
