With the upcoming 2019 local election, the country is set to welcome a new batch of Newly-Elected Officials (NEOs). These NEOs are expected to spearhead local development, autonomy and empowerment.

In line with this, the Department of the Interior and Local Government (DILG) through the Local Government Academy (LGA) has scaled up its flagship program for the NEOs as a harmonized and holistic capacity development intervention that will span up to the 3-year term of the local officials. The Program for Newly-Elected Officials or the Program for NEOs, which was initially offered in 2007 was designed to help the NEOs effectively discharge their duties and responsibilities and define their development roadmaps.

To prepare the DILG personnel in the implementation of the Program for NEOs, the LGA held a NEO Program Managers’ Orientation for the Luzon and Visayas Clusters. The orientation will guide the DILG Regional Offices in the implementation of the Program for NEOs by revisiting the fundamentals of program management and discussing the program framework, components and the DILG’s role in program implementation. In addition, the regional offices also crafted their Action Plans for the NEO rollout.

The program orientation for the Luzon cluster was held on April 24-26, 2019 at Ace Hotel and Suites in Pasig City followed by the Visayas cluster held at Mezzo Hotel in Cebu City on April 29-May 1, 2019. DILG Assistant Regional Directors, Provincial and City Directors, Division Chiefs, and field officers participated in the 3-day activity. Partner learning institutions were also invited to attend the orientation as potential partners in program implementation.  The orientation for the Mindanao cluster is scheduled on May 20-22, 2019.
